The Yuba-Sutter
Enterprise Zone received state recognition at the annual California
Association of Enterprise Zones (CAEZ) conference held recently in Pasadena,
California. Under the Marketing category, Yuba-Sutter was awarded the 2003
Zone Excellence Award for “Best Marketing Campaign or Tool.”
The award proposal focused on the successful marketing campaigns of the Zone
and its partners that have resulted in ten (10) new manufacturing businesses
locating within the Airport’s Industrial Parks, Yuba County’s first retail
establishment in 20 years, and successful partnerships with the Yuba &
Sutter Counties One Stop Centers. In particular, the proposal addressed the
assistance provided by Sutter County’s Career Training and Education Center
(CTEC) and Yuba County’s One Stop Business Services Division in their
efforts to help businesses like Sonic in Yuba City and Wal-Mart in Linda
take advantage of substantial tax credits based on hiring individuals from
Yuba & Sutter Counties. These two projects resulted in the employment of
over 370 people. The One Stop Centers assisted the businesses in not only
attracting potential employees and providing tax credit vouchering services,
but also provided facilities for the businesses to conduct their job
interviews and related activities.
Enterprise Zones continue to bring a significant net benefit to the state of
California. As a result of an independent cost-benefit analysis study, the
return on the State program’s investment is 1.35 times the State cost. In
the year 2002 alone, the State realized a net gain of $249 million!
Since the Zone Excellence Program was established, Yuba-Sutter has received
six awards: 1998 – Best Overall Marketing Program; 1999 – Most Innovative
Vouchering System; 1999 – Success Story of the Year (small city); 2000 –
Innovative/Financing Incentive Program, 2001 – Best Enterprise Zone Website,
and 2003 - Best Marketing Campaign or Tool.
