Petitioned state for special legislation authorizing a zone expansion due to a natural disaster that would allow the YSEZ to be expanded to include the flooded areas.

9/1986
SB 2618 was approved allowing for expansion due to a natural disaster

10/15/1986
Final designation approval received (zone encompassed 15.0 sq mi)

12/31/1986
Yuba County natural disaster expansion of .7 square miles was approved, adding the flooded areas into the zone (expanding the zone area to 15.7 sq mi)

11/13/1989
Due to misinterpretation of the zone legislation, the zone boundaries were expanded by the state to encompass the entire census tracts that were eligible for the zone boundaries -- the original boundaries crossed over the tract lines -- retro to 10/15/86 (expanding the zone area to 68.5 sq mi)

12/1989
State legislation approved a 15 percent expansion allowance to existing zones.  (This would allow the YSEZ to expand by a total of 10.28 sq mi anytime during designation)

10/31/1991
Yuba County expanded its area by 1.6 sq mi (expanding the zone area to 70.1 sq mi).  The expansion brought into the zone areas along Hale Road, Ostrom Road, Virginia Road, and additional areas along Rancho Road.

2/3/1994
Yuba City expanded its area by .35 sq mi (expanding the zone area to 70.45 sq mi).  The expansion brought into the zone the Yuba City Mall area, the Wal-Mart shopping area, Sunsweet Growers properties, and properties along Gray Avenue, Tharp Road, and Walton Avenue.

3/4/1997
The four jurisdictions of the zone approved the establishment of (2) Targeted Employment Areas (TEAs) identified as Census Tract 404 in Yuba County and Census Tract 502 in Yuba City.   These areas were identified as eligible by the U.S. Department of Housing & Community Development based on poverty levels.  Individuals residing in either of these areas and work for an EZ business are automatically eligible under the EZ Hiring Credit program without regard to income or any other eligibility criteria.

6/3/1997
Yuba City expanded its area by .03 sq mi (expanding the zone area to 70.48 sq mi).  The expansion brought into the zone the Winco Foods Shopping area complex (originally known as Waremart), fronting along Franklin Road and Highway 99.

2/24/1998
Yuba County expanded its area by 3.04 sq mi (expanding the zone area to 73.52 sq mi).  The expansion brought into the zone the Raceway and Entertainment Area, along Highway 65 and Forty Mile Road.

1/11/2005
Yuba City expanded its area to include the new "Wal-Mart" marketplace, areas along Colusa Avenue not previously in the zone, and areas around Bridge Street to include the Raley's Shopping Center.

10/14/2006
The Yuba-Sutter Enterprise Zone designation ended as per legislative regulations.

10/15/2006
The Yuba-Sutter Enterprise Zone received a conditional designation for another 15-year term.  The gap between the "old" and "new" zone has been closed per legislation and therefore the zone incentives are available to the new zone area in its entirety during the conditional designation time period.  Final designation is expected in early 2008.
