Whenever the
state prepared an Invitation for Bid (IFB) for a contract for
goods or services in excess of $100,000 (except a contract in
which the worksite is fixed by the provisions of the contract) the
state shall award a 5 percent enterprise zone worksite preference.
The bidder must be a California-based company.
"California-based" means that the corporation's
headquarters and the corporate offices must be domiciled in
California. A subcontractor who is located in a zone does not have
to be California-based.
Additional
preference points are available by hiring vouchered employees.
These hiring preference points are available only to companies who
qualify for the 5 percent worksite preference.
The maximum
preference a bidder may be awarded is 9 percent; however, the
maximum award preference shall not exceed $50,000 for any bid. |
